A house on a street is not mortal very well kept - who is responsible?
If a house is not being kept to a satisfactory state of repair, ie. broken windows, etc... does the homeowner own a responsibility to maintain its upkeep?
And if so, would you contact the council to set the wheel in motion, if you be unable to find out the homeowner surrounded by question?

The homeowner should be responsible, but if you cannot find out who they are after contact your local council, this building could be a danger to children climbing inside or setting it ablaze.
You would have to contact the Land Registry to find out who owns the house, if it is not a council house next they cant do anything about it
The first stop would be the Homeowner or the Council but Citizens Advice should be capable of point you in the right direction.
Yes it's the homeowner's responsibility. If the house is rented out next I would contact the agent who deals near it, if not, ring the council and they'll put you on the right track if it's not them that traffic with it.

If its privately owned here is nothing you can do. If its council property later you can complain to them, but its not liekly to make much difference.
The owner is ultimately responsible for a property's condition. If the house/lot is truely solitary, then the city/township system can condemn it and demolish.
Start with complaints to your city inspector.
"It's your responsibility... move about over there beside tape and waste bags and fix my windowpane... then paint my house... they make a contribution me part of your money so that I can simply lay around and do drugs and ruin your property value."
look I pretended to be your neighbor... the city council might know how to do something, you might be able to own it condemed, but then it will newly be sitting there... your best bet would probably be to abet the loser fix his house.
No I am afraid!! The council will only intervene if the house poses a vigour or safety risk!! This is whether the council owns it or not! I comprehend your situation, I think it is disgraceful when someone does not look after their house - it make the next door house look hideous too! We have neighbours who never look after their garden and they enjoy 5 foot weeds. And also their window I don't think they enjoy ever washed them since they moved within 15 years ago. It is disgusting!!
The council won't do much. I have have a problem with my neighbour a moment ago simply putting a fence up and they won't attain involved! If enough society complain I'm sure they'll take observe.eventually.
Contact you local government. A house contained by disrepair maybe home to forbidden activities..resembling a meth lab. If the house is owned by an elderly, most cities have programs to aid the elderly with safekeeping issues such as windows. The city have the property tax history, they know who the owner is....saves you the bother.

ringing council will send soemone out and the owner is given a adjectives to fix it ,if they don't they will get a instruct something like an abatement of nuisence become aware of which then get to court.

umm yeah they are responsible for letting their owner presently they have broken window. i would call someone in the region of that.
